I remember seeing that Kevin DuBrow is credited with writing it solely on Metal Health credits...but if the song is from QRI or QRII...and Randy was in the band...wouldn't it be safe to say that both Randy and Kevin wrote this?

Kevin had sole writing credit on Quiet Riot II as well.

Kevin knew how to play some guitar and come up with melodies to hum for Randy to play, so that's how he gets the credit without having to actually play the instrument on the song.

You may notice that all the credits on the Quiet Riot albums (less outside collaborations and cover tunes) are either Rhoads/Dubrow or Rhoads or Dubrow. Kevin said that on a few tunes they gave up solo credit to each other on collaborations. I would assume that Kelly and Drew wrote their own bass and drum parts so I don't know what was worked out between the guys credit-wise.

This is true.

But this is the case with alot of bands, I tend to think, that unless stated, then writing credits generally just stand for the lyrics or main idea. Because, I mean for example in Slick Black Caddilac, Kevin Dubrow has the sole credit, and probably wrote all the lyrics. But he didn't write the car horn sounds on the guitar, or the bass and drums, and probably didn't hum the full melody of the song himself for Randy to write.
